Data Management Plan Basics - Option 1 and Option 2 

SBIR/STTR projects will produce data and applicants must determine whether that data will be disseminated publicly.  DOE offers two options concerning the dissemination of this data:  Option (1) none of the data will be publicly disseminated, or Option (2), some of the data will be disseminated publicly.  Please note, if applicants do NOT include a Data Management Plan (DMP) in the application, it will be assumed that Option 1 has been chosen and that none of the data will be disseminated.    

Option 1 

Applicants should choose Option 1 if they do not plan to share any of the data produced by the SBIR/STTR-funded research.  If applicants do not include a DMP, DOE will assume that applicants have chosen Option 1.  Applicants may also include a DMP that includes the following to protect their data from public dissemination:   

It is anticipated that all generated digital data will be protected as SBIR/STTR data and therefore will not be publicly shared during the applicable SBIR/STTR data protection period. As any digital data will be 20 years old when it is no longer protected SBIR/STTR data, the effort to release such data will exceed any potential impact or value of the actual release. If any data generated under this award is published, an effort will be made to also release any related digital data that is not protected SBIR/STTR data.  

Option 2 

If applicants plan to publicly disclose technical data during the data protection period or, for data not expected to be asserted as protected SBIR/STTR data rights, they must submit a DMP in accordance with the requirements of the Office of Science Statement on Digital Data Management.  For a link to this requirement, please see the information on the right side of this page.  In addition to the guidance provided by the Office of Science, applicants should also consult the detailed instructions provided by the FOA under which they are applying.   

Pro Tips: 

  • If you are partnering with a federal laboratory or other research institution, be sure to review the data management plan with the relevant officer as they may have additional or different requirements concerning the public dissemination of research data.   
  • In addition to reviewing the requirements provided by the Office of Science (provided in the links below), carefully review the DMP section of the FOA as well to be sure that your DMP is compliant.
