There are 4 essential registrations that small businesses must complete to apply for an SBIR or STTR award. These registrations must be completed BEFORE the application can be submitted, and in certain instances the process can be lengthy, so it is crucial to begin these registrations as soon as possible. Each of these systems serves a different function within the application process and in some cases successful registration in one system is dependent upon successful registration in another. The registrations are:
- The System for Award Management (SAM)
- DOE Office of Science Portfolio Analysis and Management System (PAMS)
- SBA Registration
- Grants.gov
Applicants are strongly encouraged to begin these registrations early to ensure that they are eligible to apply for an SBIR/STTR award. Applicants will not be able to submit their application packages if they have not registered in all 4 systems. We have provided further details, instructions, and helpful resources for completing the required registrations in this guide. For information on the Essential Registrations, click HERE. There is a section dedicated to each registration that details the process and the approximate timeframe for completion. Please review each page for more information.
