1   Introduction

A Submission Request presents the scientific community with the ability to submit Non-Financial Assistance Proposals to the Department of Energy Office of Science (DOE OSC). Refer to the Submission Request to obtain guidance on content and deadlines for submissions.

The purpose of this document is to provide step-by-step instructions for users to follow to submit a new Proposal to a Submission Request.

2   Prerequisites

Before a new Proposal can be submitted to a Submission Request, the following criteria must be met:

  • The user is registered to an institution in PAMS.
  • A Submission Request Solicitation is available.

3   Submitting a Proposal to a Submission Request

Use the following steps to complete and submit a Submission Request Proposal.

3.1   Finding a Submission Request

1. Log in to the PAMS external website at: https://pamspublic.science.energy.gov/webpamsepsexternal/login.aspx

2. Navigate to the Proposals tab. (Figure 1)

3. Click View Submission Requests under Solicitations. (Figure 2)

4. PAMS will navigate to the Submission Requests – List page, which displays all existing Submission Requests. Browse the list or use the filters or advanced search above the grid to find the Submission Request to which you would like to submit. Once you have found the Submission Request, click Respond to Submission Request in the Options column. (Figure 3)

5. PAMS will navigate to the Respond to Submission Request page. (Figure 4)

3.2   Completing a Submission Request Proposal

Refer to the table below for guidance on completing the required fields.

Field NameDescription

Solicitation Number

This information will auto-populate from the Solicitation to which you are responding. You will not be able to edit this field.

Institution

Click the Select One dropdown and select the Institution for which you are responding to the Submission Request.

Principal Investigator Information

Click the Select PI button in the header. PAMS will navigate to the Select PI page. Browse the list or use the filters or advanced search above the grid to find the PI you would like to select. Once you have found the user, click Select PI in the Actions/Views menu in the Options column. (Figure 5) PAMS will return to the Respond to Submission Request page.

NOTE: If the user you would like to select does not appear in the list, click Invite PI above the grid.

Sponsored Research Official/Business Official/Administrative Official (SRO/BO/AO) Information

Click the Select SRO/BO/AO button in the header. PAMS will navigate to the Select SRO/BO/AO page. Browse the list or use the filters or advanced search above the grid to find the SRO you would like to select. Once you have found the user, click Select SRO/BO/AO in the Actions/Views menu in the Options column. (Figure 6) PAMS will return to the Respond to Submission Request page.

NOTE: If the user you would like to select does not appear in the list, click Invite SRO/AO/BO above the grid.

Title

Enter a title for the Submission Request.

Program Manager

This field will auto-populate with the name of the Program Manager selected by the GA at the time the Submission Request was created.

NOTE: If multiple PMs were identified in the Submission Request, PAMS will display a dropdown with the name of each PM. Select a PM from the dropdown.

Response Document(s) (Minimum 1) (Maximum 20)

Click the Attach File button in the header. PAMS will expand the section and allow you to attach 1-20 documents supporting the Submission Request.

3.3   Submitting a Proposals to a Submission Request

1. Once you have completed the necessary fields, click Save and Continue. PAMS will return to the My Proposals page and display a green success message confirming that Submission Request was submitted successfully. (Figure 7)
