1 Introduction
The Department of Energy’s (DOE) Office of Science (SC) Portfolio Analysis and Management System (PAMS) is SC’s web-based system for managing proposals and subsequent financial assistance awards (grant and cooperative agreements).
Whether you need to submit a Letter of Intent (LOI), Proposal, Revised Budget or Review you must first login to your PAMS account.
The purpose of this document is to provide step-by-step instructions for users to follow to log in to their external PAMS account.
2 Prerequisites
Before a user can log in to his or her external PAMS account, the following criterion must be met:
- The user has an existing external PAMS account.
3 Logging In to PAMS
Use the following steps to log in to your external PAMS account.
1. Navigate to the External PAMS login page at: https://pamspublic.science.energy.gov/webpamsepsexternal/login.aspx (Figure 1).

2. Click "Existing User Login via OneID".
3. PAMS will navigate to the OneID Login page. Select the appropriate login method to authenticate your login. (Figure 2)

4. Once successfully authenticated, you will be redirected to the PAMS external homepage (Figure 3).

4 Logging In to PAMS with MFA with an Existing Account for the First Time
On June 27, 2026, multi-factor authentication (MFA) was implemented in PAMS. This section applies to PAMS users with an account existing before MFA implementation who are attempting to log in with their existing account for the first time post-MFA implementation. |
Use the following steps to log in to your external PAMS account.
1. Navigate to the external PAMS login page at: https://pamspublic.science.energy.gov/webpamsepsexternal/login.aspx (Figure 1).
2. Click "Existing User Login via OneID".
3. PAMS will navigate to the OneID Login page. Select the appropriate login method to authenticate your login. (Figure 2)

4. Upon successful authentication, PAMS will load the PAMS Account Not Found page, which displays two subsections that provide further guidance for logging into PAMS. Select the "I have a PAMS Account" subsection. (Figure 4)

5. The subsection will expand. Enter the First Name, Last Name, and email address associated with your existing PAMS account, and click "Send Verification Code".
6. PAMS will send a verification code to the associated email and reload the page, replacing the "I have a PAMS account" subsection with a new "Verification Code Sent" subsection. (Figure 5)

7. Enter the verification code found in the email and click "Submit".
This code is valid for 10 minutes. After 10 minutes, you will need to select the "Resend Verification Code" button to receive a new code. Verification codes can only be used once. |
8. PAMS will complete login and navigate the user to the PAMS homepage. (Figure 3)
