4. PAMS will navigate to the Countersign Letter of Intent page, which displays all the information about the LOI. Select the “Approve and Submit to DOE” or “Disapprove” radio button. (Figure 3)

| - If the Letter of Intent was submitted to a Solicitation marked as an Early Career Research Program, PAMS will display the following Note at the top of the page: "If a PI is listed on multiple Letters of Intent submitted to the same Solicitation, the PECASE eligibility for that PI is determined by the selection made on the Letter of Intent most recently submitted to DOE." Additionally, PAMS will display the following related read-only fields below "Address" in the PI Information section:
- Is the PI PECASE eligible?
- Year Doctorate Awarded
- If you select “Disapprove”, you must provide comments in the Comments field. These comments will be viewable by the submission requestor.

5. When you are finished, click Submit Decision in the bottom right corner of the page.
