The Department of Energy’s (DOE) Office of Science (SC) Portfolio Analysis and Management System (PAMS) is a web-based system for taking many actions around SC’s portfolio of awards in support of basic research in the physical sciences.

PAMS is not the only information system used to manage SC’s awards. Depending on the nature of your institution and your functional needs, you may also need to:

Users can view current and past Funding Opportunity Announcements and National Laboratory Announcements. Users may submit any required, requested, or optional preproposals or letters of intent (LOIs) in PAMS.

Proposals are submitted in Grants.gov by institutions of higher education and small businesses. DOE National Laboratories and other Federal agencies may be able to submit proposals directly in PAMS. Regardless of where a proposal was submitted, Principal Investigators (PIs) and Sponsored Research Office/Authorizing Official/Business Officials (SRO/AO/BOs) can access and manage their proposals and merit reviews in PAMS.

SC’s community of peer reviewers uses PAMS to access proposals, write evaluations, and submit their reviews to the Government. After recommendations are made, the merit reviews become available in PAMS to the PI and/or SRO.

Once proposals are selected for funding and awards are finalized, the official award documents will be made available in a partner system (FedConnect.net.) Once an award exists, SROs can submit award modification requests and PIs can submit their progress reports in PAMS.

Q. How can I create a PAMS Account?
A. Go to the PAMS website (https://pamspublic.science.energy.gov/) and click on ‘Create New PAMS Account Link’. Follow the on screen instructions and create a new account.

Q. I am not able to log into my account in PAMS. How can I reset my password?
A. Reset your password by clicking on the ‘Forgot Password’ link on PAMS homepage. You will be required to enter your user name and answer your security question. If you do not remember your user name and/or your security answer, contact PAMS Helpdesk.

Q. I do not see the submission (Letter of Intent/Preproposal/Lab Proposal) created by my institution. How can I view such a submission, work on it and submit it to DOE?
Contact the creator of the submission, or the Administrative SRO for your institution, in order to get gain access to submissions that have been created for your institution. Request the Administrator for Edit and Submit access for the submission you intend to work on.

Q. How can I know who the administrator for my institution is, in PAMS?
Log into PAMS and go the institutions tab. Expand the institution record and you will see the name and contact information of the administrator(s) for your institution.

Q. My institution has submitted a proposal to DOE via Grants.gov but I am not able to find the proposal in PAMS. How can I view it in PAMS?
A. If you are the SRO, PI or Point of Contact on the proposal, register to the proposal in PAMS using by going to the institutions tab and clicking on the Register to Another Institution link. Use the option available on ‘Register to Institution’ screen to register to a Grants.gov proposal. If you are not the SRO, PI or Point of Contact, contact the Administrative SRO of your institution and request him/her to grant you access to the proposal.

Q. I have already submitted a LOI, Preproposal or Lab Proposal in PAMS, but some information needs to be updated. How can I update it?
A. If the due date for the submission has not passed you can reopen it, update it and resubmit it to DOE. Please note that while the submission is in a reopened state it will not be available to the DOE Staff. The submission has to be re-submitted before the due date. The submission can no longer be submitted once the due date has passed.

Q. The Administrative SRO is leaving the organization, how can we transfer his privileges to another user in PAMS?
A. The person who is replacing the Administrator should be registered to the institution in PAMS. Request the existing SRO to grant his/her replacement the Manage User and Manage Institution Profile privileges in PAMS. If the existing SRO has failed to do so, contact PAMS Help Desk.

Q. A staff member has left our organization. How can we remove him/her from our organization in PAMS?
A. Contact the Administrative SRO and ask him/her to remove the user from the Institution. This will result in the exiting user losing any access to the institution’s information in PAMS. User will not be able to register to the institution in PAMS.
